Regulatory control of radiodiagnostics in dental examinations

Abstract

In 2020—2021 as apart of the administrative reform in the Russian Federation, there has been a change in the state regulation of several areas of medical activity related to both with provision of dental care and X-ray examinations in dentistry. The sanitary-epidemiological and licensing requirements for medical organizations have also changed, but the basic requirements for radiation safety during X-ray examinations have remained unchanged. The legislation on licensing medical activities was updated, which defined compliance with the procedures for the provision of medical care and the rules for conducting diagnostic studies as a mandatory licensing requirement. The article presents an overview of the current regulatory documents for sanitary and epidemiological requirements, as well as radiation safety for dental X-ray examinations; the rules for performing X-ray examinations and the procedure for providing dental care to adult population in the context of performing dental X-ray are considered. Also, an overview of the main issues of the results of X-ray diagnostic studies in medical documentation is given: whether all studies should be accompanied by a clinical interpretation of the dentist or not; are descriptions and diagnostic reports from a radiologist necessary? With a general positive assessment of the changes taking place at the legislative level, regarding the regulation of the X-ray examinations in dental practice, the process of improving legislation in this area cannot be considered complete. The article presents areas that require further elaboration at the legislative level.
